Would a solar 12 volt charger keep a battery charged enough to run how many 12 volt bulbs at night to light ?

Impossible to answer without knowing the output of the charger, the typical amount of sunlight it would see, the capacity of the battery, and the wattage of the 12 volt bulbs.
Why not use patio lights that run off a transformer plugged into 110 instead?
See how many watts each bulb uses, and how many watts the solar charger is rated at. Most of these chargers are 500 watts or so, maybe less, so it will provide enough power to run 10 50-watt bulbs. Use a deep-cycle marine battery to get the most power at this low load. Note that you can get a cheap low-power battery charger you can plug in if have a cloudy day.
